You will not be able to connect to the database server from anonymous IPs/specific/any locations on the shared web hosting account/server. The remote database connection to the Plesk shared web hosting account/server is only possible over a specific restricted VPN account for a certain time (72hrs).
The Plesk shared web hosting user who is in need of making a remote database connection to administrate their database remotely must have to open a support ticket to the support department to have the restricted VPN account details.
Note: Plesk Shared web hosting accounts are meant to host websites along with their necessary files that link with the hosted website. And not considered to be used as a storage device (database/files, etc). If any user or application or software has the requirement of constant remote database connection from anonymous IPs/specific/any location, then they must have to host their content on the VPS/Dedicated server plan.
